The Governor of Ogun State, Dapo Abiodun, has submitted a budget proposal for the 2025 fiscal year to the Ogun State House of Assembly. Tagged the “Budget of Hope and Prosperity,” the proposed financial plan amounts to N1.054 trillion, comprising N453.56 billion for recurrent expenditure and N600.98 billion for capital projects. This marks a significant step towards fostering development and enhancing the quality of life for residents of the state.
Governor Abiodun outlined the allocation of funds for key financial obligations. Personnel costs account for N120.1 billion, consolidated revenue costs amount to N37.49 billion, public debt charges are estimated at N76.07 billion, while overhead costs are projected at N219.86 billion.
The budget proposal also focuses on a series of transformative projects aimed at improving infrastructure and social services. These include the renovation and equipping of hospitals and 80 primary health centers across the state. The construction and rehabilitation of roads remain a priority, alongside the extension of Metro Rail lines, including the Redline connecting Agbado to Kajola, the Blueline from Okokomaiko to Agbara and Lusada, and the Purpleline. Other projects highlighted include the construction of the Ogun Lodge in Abuja, a new OGIRS Revenue House, a modern Court of Appeal, the rehabilitation of 150 kilometers of feeder roads, and the establishment of fire stations.
To fund these ambitious projects, the state plans to draw revenue from multiple sources. Internally Generated Revenue (IGR) is projected at N314.82 billion, with N120.97 billion coming from the State Internal Revenue Service and N193.85 billion from Ministries, Departments, and Agencies. Federal allocations and VAT are expected to contribute N228.06 billion, while capital receipts, loans, and grants will provide N472.66 billion.
The budget allocates funds to critical sectors to drive development. Infrastructure receives the largest share, with N284.46 billion, representing 27 percent of the total budget. The health sector is allocated N134.54 billion, while education receives N117.83 billion. Agriculture and industry are assigned N65.39 billion, with housing and community development allocated N66.38 billion. Social protection programs are also prioritized, with N39.84 billion earmarked to support vulnerable populations.
Governor Abiodun reiterated his administration’s commitment to transparency, fiscal discipline, and sustainable development. He noted that Ogun State achieved 79 percent of its revenue target in 2024 and assured that ongoing projects under the ISEYA pillars would be completed. The proposed budget also aligns with the Medium-Term National Development Plan (2021–2025), ensuring the state’s progress remains consistent with national development goals.
“This budget demonstrates our dedication to building a prosperous Ogun State where every resident can thrive,” the governor stated during the presentation.
