The president of the federal Republic of Nigeria, his Excellency President Bola Ahmed Tinubu has appointed retired Vice Admiral Ibok-Ete Ekwe Ibas as the sole administrator to oversee state affairs of Rivers State on an interim basis. Despite this administrative change, the judiciary will continue its operations without interruption.
Understanding the Role of Sole Administrator
A sole administrator is an individual appointed to manage the executive functions of a government entity temporarily, often during periods of political transition or administrative restructuring. This appointment consolidates executive authority in a single person to maintain governance continuity.
The 1999 Constitution of the Federal Republic of Nigeria does not explicitly mention the position of a sole administrator. However, Section 192(1) provides for the establishment of state government offices:
“There shall be such offices of Commissioners of the Government of a state as may be established by the Governor of the State.”
This section implies that the governor or president has the discretion to create necessary administrative positions, which can include appointing a sole administrator during exceptional circumstances to ensure effective governance.
